If Wolves get to the FA cup final does Europa qualification go to 8th position?

No country may have more than 7 teams in European competitions. Correct.
Any extra CL places will be compensated for by reducing EL entrants.
Or if necessary, kicking somebody in fourth spot in the Premier League, out of the Champions League,into the Europa League, to accommodate the Champions League winners, not qualified via league placing.
As happened to Spurs, when Chelsea won the Champions League in 2012 (and finished 6th).
Within the 7 team maximum, a maximum of 5 teams in the Champions League.

Surface is correct. You can have no more than 7 European places overall.

We can have a max. of 5 if 1 of our teams win a euro cup and finish outside the top 4. If we win both cups, then 4th spot loses out.

5 teams max in the Champs League.
If Arsenal came 3rd, Spurs came 4th, Man Utd won the Champions League and Chelsea won the Europa League then Spurs would miss out on CL.

City
Liverpool
Spurs
Arsenal
and Man United with the CL and Chelsea win the Europa
6 in the CL?
Could 9th be enough if City win the cup beating either watford or Wolves in the final?

Yes what Fraser said is right. If City don't win it then 7th doesn't get the place.
But we're finishing 10th I reckon.

No, 7th only gets it if winner has already qualified for Europe, so were they to finish 8th even 7th doesn't get in
